The United States Congress is the bicameral legislatur e of the federal go vernment of the United States, consisting of the House of Representatives and the Senate. The Congress meets in the Capitol i n Washington, D.C.
Both Representatives and Senators are ch osen through direct election. There are 535 voting Members of Congr ess, of which, the House of Representatives has a membership of 435 and the Senate has a membership 100. Members of the House of Representatives serve two-year terms representing the people of a district. Congressional Distri cts are determined by population using the United States Census results and each State in the union having at least one Representati ve in the Congress. Each state, regardless of population, has two Senators; since there are fifty states, there are one hundred Senators who each serv e a six-year term. The terms are staggered, so every two years, approximate ly one-third of the Senate is up for election. Most incumbents seek re-elec tion, and their historical likelihood of winning subsequent elections excee ds 90%.[< /span>1]

The inauguration of the President of the United States takes place during the commencement of a new term of a President of the United States, which is every four ye ars on January 20. Prior to the Twentieth Amendment, the date was March 4. The day a presidential inauguration occurs is known as "Inaugurati on Day".
The only inauguration element mandated by the United States Constitution is that the President make an oath or affirmation before that person can "enter on the Execution" of the office of the presidency. However, over the years, various traditions have arisen that have expanded the inauguration from a simple oath-taking c eremony to a day-long event, including parades, speeches, and balls.
